Commission Profile
The Eswatini Communications Commission (ESCCOM) is the regulatory body responsible for regulating the communications sector in Eswatini, constituting of telecommunication services & networks, broadcasting services, postal services & the use and allocation of radio spectrum. It derives its mandate from the Swaziland Communications Commission Act no. 10 of 2013.
The Commission became operational on the 31st July 2013, effectively taking over all the regulatory powers of the sector from the Eswatini Posts and Telecommunications Corporation (EPTC) and Eswatini Television Authority (Eswatini TV).

Responsibilities of The Commission
Cybersecurity
Monitors incidents, provides early warnings, disseminates information and enforces cybersecurity standards and minimum specifications for Eswatini.
Data Protection
The Eswatini Data Protection Authority (EDPA) is charged with the mandate to administer and foster compliance under the Data Protection Act, 2022.
Systems Licensing
Licensing all systems and services in the communications industry, including; telecommunications, postal, courier and broadcasting.
Frequency Spectrum
Managing the country’s frequency spectrum and numbering resources.
E-commerce
Facilitating the development of e-commerce.
Communications Equipment
Type approving and accepting communications equipment meant for use in the country.
Consumer Rights
Protecting consumer rights within the communications environment.
Competition Management
Managing competition within the sector to ensure a level playing ground for all players.
Communications Tariffs
Regulating retail and wholesale tariffs for communications services.
Universal Access Fund
Managing the universal access fund to facilitate access to communications services by all in Eswatini.
Licensee Compliance
Monitoring the activities of licensees to enforce compliance with the license terms and conditions as well as the law.
