Meet the Management
The office of the Chief Executive further manages the funds and property whilst it also administers, organizes, supervises and generally controls the employees of the Commission.
ESCCOM Management
Chief Executive
The Chief Executive (C.E.) is responsible for overseeing the administration, programs and strategic plan of the Commission. Other duties of the CE’s Office include stakeholder management, marketing, community outreach and representing the Commission in the day-to-day dealings with Government and other third parties.
Chief Financial Officer
The Finance Division initiates the development, monitoring and review of financial and accounting systems for the implementation of financial plans in line with ESCCOM policies and regulations. This Unit also advises the Commission on all financial matters. Finance also develops, maintains and monitors a system to generate revenue, control expenditure and budget performance.
Legal and Compliance
The Legal and Compliance Unit provides legal advice to the Board and all the respective departments of the commission. It is also responsible for developing legal and regulatory instruments. The Unit also issues licensees and authorisations, interprets and analyses the law, draft and interprets contracts in which the Commission is a party.
Technical Services
The Technical Services Unit is responsible for implementing policy directives concerning technical aspects of regulating electronic communications in the Kingdom of Eswatini in line with the provisions of The Electronic Communications Act of 2013. The responsibilities of the Unit cover the following functional areas, as mandated and in accordance with the general functions.
Operations
The Support Services houses the Human Resources function in the Commission. The Human Resources Department’s core mandate is the efficient and effective management of the Commission’s Human Capital and administrative functions. This includes recruiting and hiring employees, coordinating employee benefits and Implementation of employee learning and development strategies.
Economics & Market Development
The Economic Regulation Department is responsible for the establishment, review and monitoring of competition and economic regulation frameworks (market, economics and finance) in line with the mandate of the Commission. The Unit commissions the undertaking of research to study and analyse tariff structures levied by service providers both at wholesale and retail levels.
Universal Access and Service
The Eswatini Communications Commission (ESCCOM) is responsible for ensuring universal access to reliable and affordable electronic communications services and ICTs for all Emaswati through the Universal Access and Service Fund (UASF), as mandated by the Electronic Communications Act, 2013 and regulated by the Electronic Communications Universal Access and Service Fund.
